  • Tentative Bylaws

    I. Name and Purpose

    The Fairview Neighborhood Association (FNA) is an unincorporated, nonprofit association operating under the Uniform Nonprofit Association Act.

    II. Boundaries

    FNA includes homes between Congress and South First between Williamson Creek to Stassney. This includes all homes in the Fairview Neighborhood as well as "The Birds."

    III. Goals

    FNA exists to foster a closer, more genuine connection between neighbors who are committed to community, safety, and preservation of our natural space.


    1. Building Stronger Community: Foster a stronger sense of belonging and connection among neighbors
    2. Safeguarding Our Streets: Take charge of our safety, tackling crime and taming traffic together
    3. Keeping our natural areas green & clean: Preserve and enhance the natural beauty of Williamson Creek
    4. Empowering & Influencing: Amplify our collective voice in city development decisions

    It is explicitly outside of the purview of this organization to do any sort of code enforcement of neighbors.

    IV. Membership

    Membership is open to all residents within the boundaries, aged 18 or older. Voting rights are granted after 30 days of membership and payment of dues. There will be one voting member per address/certificate of occupancy.

    Discussion needed: Determine the amount for annual dues.

    V. Meetings

    General meetings will be held monthly and are open to all members of the Fairview Neighborhood. The Steering Committee will set the time and place. For General Meetings, members can attend and vote in person or virtually.

    Discussion needed: Decide on a specific day and time for monthly meetings.

    VI. Officers

    The association will have the following officers:

    1. President: The duties of the President shall include presiding over meetings of FNA and serving as a spokesperson for the association.
    2. Vice President
    3. Secretary: The Secretary shall record the minutes of each meeting of the general membership and shall maintain the organizational records of FNA.
    4. Treasurer: The Treasurer shall maintain all financial records and banking accounts of FNA, and conduct all associated activities, including reconciling banking records, performing billing, and paying invoices.

    Officers will serve two-year terms and be elected in November to begin serving in January.

    Discussion needed: Consider additional officer positions that might be helpful for the neighborhood.

    VII. Steering Committee

    The Steering Committee consists of the officers and three at-large members elected by the membership. It is responsible for governing the association and making policy recommendations.

    VIII. Committees

    The association may form committees as needed. Initial committees may include:

    1. Membership Committee
    2. Events Committee
    3. Development Review Committee

    IX. Amendments

    All bylaws except for III (Goals) may be amended by a two-thirds vote of members present at a general meeting with 30 days' notice given to the membership. To amend the Goals section of the bylaws, there must be a unanimous vote by all current members and Board.

    X. Conflict of Interest

    Officers and committee members must recuse themselves from voting on matters where they might benefit financially or materially.

    Note: The following bylaws may be considered for addition as the association grows:

    1. Detailed financial procedures
    2. Communication policies (website, email lists)
    3. Specific voting procedures
    4. Term limits for officers and committee members
    5. Procedures for special meetings and emergency votes

    These additional bylaws can be incorporated as the association becomes more established and complex operations are needed.
